本書選錄的多為西方公共行政學研究的經典、有影響的重要文章，共30篇，分別出自伍德羅·威爾遜、佛蘭克·古德諾、道格拉斯·麥克格雷戈、格拉漢姆·愛里森以及威廉·葛姆勒等西方著名學者之手。閱讀這些原汁原味的英文原著，有助于國內讀者比較全面、準確地理解西方學者的主要觀點，了解其各種流派的主要理論。
