經濟外交,十幾年前民眾還不由自主地把它歸為“國家大事”。然而,在國際相互依賴不斷加深的時代,經濟化的外交和外交化的經濟,已經開始直接與百姓的錢夾、米袋和幸福指數息息相關。這門不久前還是少數學者揣摩的邊緣學科,已經成為全球化時代世界公民的生活常識了。
“經濟外交”(economic diplomacy and foreign economic affairs)是以經濟利益為目的的外交,包括一個國家、單獨關稅區和各類經濟組織為實現對外經濟目標而進行的外交外事決策、運籌和實踐活動。
經濟外交匯集了人類經濟縝密和外交機敏兩方面高度智慧。隨著各國經濟一體化的深入發展,單純的“經濟外交”概念已經不能準確描述在全球市場開放和貿易自由化迅速推進的今天,各國之間經濟關系的本質特征了。隨著反映不同經濟主體和經濟議題的經濟外交形式諸如財金外交、貿易外交、市場外交、產業外交、環境外交、能源外交等概念的逐漸出現,經濟外交學科體系已經日漸豐滿、規則日漸完善、理論日漸清晰、方向日漸明確。
經濟外交也是運用經濟手段實現對外政策的外交,包括運用援助、制裁、不同程度的合作與不合作的對外經濟交往。

至此,對“經濟外交事務或實務”可以做如下釋義:
“經濟”,漢語是“經邦濟世”之意,西語的economics本指“生計”“計財”,日本學者最先把economics譯為“經濟學”,讓漢字原來的“經濟”本義萎縮了大半。
“外交”,即邦交,是與內政并重的國之大事。外交放大之后就是外事,“外事”為外交之延伸,為廣義的涉外事務。與外交相比,外事的主體不僅是中央政府之外事,地方政府、機關、團體、企事業單位等也是外事工作的主體。經濟外交的主體比政治、軍事、議會要廣泛得多。
“事務”或“實務”,實際事務之意,含程序、技巧、辦法和藝術。
在市場化、全球化的世界經濟格局中,經濟類外交外事占各國外事的主導地位。從事經濟類外事的常常是整個國家機器。經濟外交水平,早已成為衡量各國政府治國水平和政治家素質與政績的重要標準。中國作為世界第一大貿易國和第二大經濟體,經濟外交是其外交的重要出發點和目的地。在中國對外多邊和雙邊關系中,經濟關系往往是最主要的平衡石和壓艙石。
《經濟外交事務》是清華大學國際關系學教材之一。圍繞經濟外交事務開設的課程已有十年之久了,選修這門課程的學生來自清華不同專業。本書是在歷年講義與參考文獻的基礎上匯集編纂而成。經濟外交學科基礎知識主要有經濟外交理論、經濟外交法律、經濟外交實務、經濟外交歷史等。清華大學經濟外交研究中心已經出版了《經濟外交學教程》(偏重經濟外交的理論和研究方法)、《經濟外交法》(偏重經濟外交的游戲規則)等教程。這次出版的《經濟外交事務》更偏重經濟外交的實踐、運作和程序等事務性內容,更具操作性和實用性。有興趣的同學,可以從經濟外交眾多專題的研究中找到經濟外交理念的延伸、理論的突破和方法的創新。
