《新國標大學英語》是在認真學習《大學英語教學指南》和全國各地大學英語教學改革的經驗后，密切結合大學英語教學改革新動向，專門為我國普通高等院校大學生量身定做的一套通用英語系列教程。教學目標主要針對基礎級別，兼顧提高級別。與高中新課標和四六級考試無縫對接，使大學生通過快樂、友好的英語學習體驗，掌握《指南》規定的基礎目標和提高目標語言技能，提高跨文化交際能力和批判性思維能力。

本教材專門針對初次步入大學校園的非英語專業大學生而量身打造的作為基礎層級的通用英語教材。教材力求素材和話題密切結合學生學習和生活實際，以大學校園生活為核心，適當在時空兩個維度進行拓展，時間上兼顧大學生的成長經歷（過去）和未來的職業發展（將來），空間上橫跨中西大學生學習和生活上的文化差異。每個單元貫徹“主題教學模式”和“以學生為中心”的思想。素材和練習盡量采用學生喜聞樂見的多媒體呈現方式（如圖形化的平面展示，多媒體的素材輸入）；在練習設計上倡導“以教師為主導，以學生為主體”的師生關系和“任務式、合作式、探究式和項目式”的教學方式，為學生們帶來學習的快樂。
